Insulation in the ACT
- Loose-fill asbestos: some older Canberra homes had loose asbestos blown into the roof space as insulation. The ACT keeps a public register of affected homes. Check it before any work in the roof.
- Home Energy Support rebate: 50% of the installed price of ceiling insulation, up to $2,500, to reach R5 or better. You need a Pensioner Concession, DVA Gold or Health Care Card, to own and live in the home, and to do a free online workshop, and there's a cap on the land value. Eligible homeowners can also borrow up to $10,000 interest-free.
- Rentals: a rental with no ceiling insulation, or less than R2, must be brought up to R5 by a certified installer, unless it's exempt.
From ACT Government: Loose-fill asbestos affected residential premises register and ACT Climate Choices: Home Energy Support, ceiling insulation and ACT Climate Choices: Energy efficiency standards for rental properties (checked 17 Oct 2026). A guide, not legal advice: check the source before you rely on it.
